Julia Harwell
Julia Harwell is an SRS Research Administrator II in Sponsored Research Services, where she provides comprehensive pre‑award support for researchers across The Texas A&M University System, including the Center for Applied Communications and Networks (CACN). In her role, she prepares and coordinates non‑standard research proposals, determines sponsor requirements, and develops budgets and proposal documents in accordance with The Texas A&M University System guidelines, Federal Cost Accounting Standards, and sponsor‑specific regulations. She also reviews submissions for compliance, communicates proposal requirements to investigators, and assists with proposal submissions through sponsor and federal systems such as Grants.gov.
Her contributions to CACN include guiding investigators through the complex proposal development process, ensuring complete and compliant submissions, and supporting the center’s ability to secure external research funding. She collaborates with faculty, department leadership, and administrative units to resolve proposal‑related issues and ensure timely submission of application materials. With experience in budgeting, project management, and proposal administration, along with strong communication, organizational, and analytical skills, Julia plays a key role in strengthening CACN’s research competitiveness and supporting its mission through high‑quality pre‑award administration.
