david D. Allen
Director of research development
David Allen brings over three decades of leadership in emerging technologies, wireless communications, and strategic business development to his role as Director of Research Development at the Texas A&M Center for Applied Communications and Networks (CACN). With a career spanning Fortune 500 companies, venture-backed startups, and industry advisory roles, David has consistently driven innovation in public/private cellular networks, IoT, and location-based services.
David leads strategic initiatives to expand the center’s research and business portfolio in next-generation communications and cybersecurity. He fosters partnerships with government agencies, industry leaders, and academic collaborators. David’s role includes overseeing proposal development, guiding research projects, and representing CACN at national and international forums. A seasoned leader in technical innovation and outreach, David plays a pivotal role in shaping the center’s impact on public safety, defense, and critical infrastructure communications.
Prior to joining Texas A&M, David served as Director of Emerging Technologies at UScellular, where he led go-to-market strategies for private networks and built strategic partnerships across utilities, manufacturing, and healthcare. His industry experience includes chairing GSMA forums, serving on the University of Wisconsin-Milwaukee Industry Advisory Board, and mentoring graduate students at the University of Texas at Dallas.
David holds a B.S. in Electrical Engineering from Purdue University and an MBA from the Illinois Institute of Technology. He also completed the Harvard Business School Executive Leadership Program with the inaugural UScellular Class of 2023. A proud father of two Aggie graduates, and a Baylor Bear, David is a lifelong innovator committed to advancing CACN’s mission through impactful research, strategic collaborations, and outreach.
